The MHCC and the Royal Commission

The purpose of the Royal Commission into Victoria’s Mental Health System, established in 2019, is to provide the community with a clear and ambitious set of actions that will change Victoria’s mental health system and enable Victorians to experience their best mental health now and into the future. This includes making a sustained effort to reduce the stigma and discrimination associated with mental illness and promote more inclusive communities.

The MHCC has actively contributed to the Royal Commission into Victoria’s Mental Health System since its inception. Our detailed submission (July 2019) and witness statement (June 2020) are available both on the Royal Commission website and MHCC website. Recently, in response to a Notice to Produce, the MHCC provided the Royal Commission with:

  • copies of local complaints reports that outline themes and trends in complaints across each Victorian area mental health service
  • a summary of service responses to the recommendations made in our sexual safety report, The right to be safe
  • an analysis of sexual safety complaints received in 2017–18 and 2018–19

Our contributions to the Royal Commission have continually drawn attention to incidents of avoidable harms and trauma identified in complaints to the MHCC, and actions required to ensure the safety and uphold the rights of people accessing mental health treatment. We’ve  also highlighted the importance of the MHCC’s safeguarding and oversight role, and the need for rights-based, recovery-oriented and trauma-informed practices to be truly embedded in service provision and driven by the lived experience of consumers, families and carers.

To develop its findings and recommendations, the Royal Commission is engaging widely with Victorian communities, but its focus is on identifying and solving system-wide issues, rather than investigating individual cases or incidents.
